Ralliers who have contacted the Capistrano School District – reported that the Assistant Principal Greg Hartman stated the mobile Mexican Consulate centers have routinely been staged at the Adult English Language Development Center located at 31351 Camino Real, San Juan Capistrano, CA.
On December 9, 2007, at approximately 1:15pm, when an officer asked Mexican Consulate representatives to present paperwork authorizing the use of 31351 Camino Real, San Juan Capistrano – the Mexican Consulate did not have paperwork.
After spending about 15 minutes on the telephone, the officer contacted the individual who authorized the Mexican Consulate to use the facility at 31351 Camino Real, San Juan Capistrano.

When we requested to press charges when an American citizen was assaulted by Mexican Consulate representative, Patricia Mariscal, the officer onsite stated the assailant had diplomatic immunity and we could not press charges against her.
