				<content:encoded><![CDATA[<p><span style="font-size: medium;">During President Barack Obama&#8217;s press conference in the White House press room on Tuesday, he was asked by a Latino reporter about both the immigration debate in the U.S. Congress and the U.S.-Mexican &#8220;war on drugs.&#8221; Obama stated he planned to meet with Mexico&#8217;s new leader, President Enrique Pena Nieto, on his trip to Mexico City to discuss joint police and anti-drug strategies. </span></p>
<p><span style="font-size: medium;">But Obama failed to mention a small problem with his drug cartel-busting plan: Mexico has notified U.S. officials that its federal police and military are terminating the unfettered access it gave to U.S. police and security agencies in fighting drug traffickers and organized crime gangs, characterized by many U.S. law enforcement personnel as narco-terrorists. </span></p>
<p><span style="font-size: medium;">&#8220;The president’s press conference was jammed with half-truths, evasions and out-and-out misrepresentation, some so stunning that even mainstream reporters took to snarking in their tweets. The tone of condescension was striking,&#8221; said the Washington Post&#8217;s Jennifer Rubin. </span></p>
<p><span style="font-size: medium;">President Enrique Pena Nieto, who was sworn-into office on Dec. 1, 2012, claims that his government is curtailing the direct sharing of intelligence with U.S. law enforcement and intelligence agencies in order to attempt diplomatic solutions to the death and violence that has all but destroyed his country. </span></p>
<p><span style="font-size: medium;">While President Felipe Calderon was praised by many U.S. police officials repeatedly for increasing cooperation between the Mexico and the United States as he led an intense attack on Mexico&#8217;s drug cartels, Pena Nieto will probably be heralded by the U.S. left, said a former American narcotics enforcement official.</span></p>
<p><span style="font-size: medium;">&#8220;In my first conversation with the president he indicated to me that he very much continues to be concerned about how we can work together to deal with transnational drug cartels,&#8221; said Obama during the afternoon press conference. </span></p>
<p><span style="font-size: medium;">&#8220;I&#8217;m not going to yet judge how this will alter the relationship between the United States and Mexico until I&#8217;ve heard directly from them what exactly they are trying to accomplish,&#8221; Obama told the Washington press corp in answer to the Latino reporter&#8217;s question.</span></p>
<p><span style="font-size: medium;">Many U.S. police officials have said they are not surprised about Pena Nieto likely changing the relationship between U.S. and Mexican security departments. &#8220;The new Mexican president is as far-left as other Latin American leaders and as far-left on the political spectrum as President Obama. They believe talking and discussing are viable solutions when dealing with thuggish leaders of rogue nations, Islamofascist terrorist groups, and organized crime gangs such as Mexico&#8217;s cartels,&#8221; said former drug enforcement and intelligence officer Christopher Colon. </span></p>
<p><span style="font-size: medium;">&#8220;Under Calderon, the alphabet agencies &#8212; FBI, CIA, DEA, ATF, ICE and border patrol agents &#8212; had almost complete access to units of Mexico&#8217;s Federal Police, army and navy and worked side by side with those units,&#8221; Colon noted.</span></p>
<p><span style="font-size: medium;">But a former NYPD detective says she&#8217;s not putting much stock in Obama and Nieto discussing crime and terrorism. &#8220;In fact, Obama said it himself: a lot of the conversation in Mexico will be on economics,&#8221; said Det. Iris Aquino. who worked undercover in New York City subway trains and tunnels. </span></p>
<p><span style="font-size: medium;">The six-year war against the Mexican narco-terrorists took an estimated 70,000 lives and saw the disappearance of thousands more. But now the Mexican government will do with narcotics what the Obama administration routinely does with Islamic terrorism: Pretend it doesn&#8217;t exist.</span></p>

<div>Jose Evaristo Linares Castillo, a Colombian citizen,was designated a Consolidated Priority Organization Target (“CPOT”) by the Department of Justice, a rarely used designation for narcoterrorists and their associates. In February 2013, the U.S. Department of the Treasury designated Linares Castillo as a Specially Designated Narcotics Trafficker.</div>

<div>The 47-year-old Castillo, who was arrested by Colombian drug enforcement officers in May 2012, arrived in the Southern District of New York on Thursday, according to the DEA.</div>
<div></div>
<div>“As alleged, Linares Castillo ran cocaine laden aircrafts from Colombia, through Venezuela, Honduras, and into Mexico for distribution onto American streets. He also allegedly collaborated with the FARC to secure safe passage of drugs through Colombia and Venezuela,&#8221; said DEA Special-Agent-in-Charge Brian Crowell.</div>

<div>“As alleged, Linares Castillo was a drug kingpin of the first order who consorted with, and paid-off, known terrorists to ensure the safe passage of narcotics that were destined for the United States,&#8221; added Manhattan U.S. Attorney Preet Bharara.</div>

<div>According to the allegations in the Indictment: &#8220;The Indictment charges Linares Castillo in three counts. Count One charges him with conspiracy to possess and to distribute cocaine on board an aircraft owned by a U.S. citizen or registered in the U.S.; to import cocaine into the United States; and to distribute cocaine knowing and intending that it be imported into the U.S. Count Two charges Linares Castillo with narcoterrorism conspiracy. Count Three charges him with material support conspiracy. Counts One and Two carry a maximum penalty of life in prison; Count Three carries a maximum penalty of 15 years in prison.&#8221;</div>

<div>According to White House officials, the Patriot Day attack is the worst bombing on U.S. soil since security was tightened after the attacks of Sept. 11, 2001.</div>
<div></div>
<div>During a televised address to the nation, President Barack Obama said the United States will hunt down the people or groups responsible for the attack on a day when tens of thousands of spectators packed the streets to watch the Patriot Day marathon in Boston.</div>
<div></div>
<div>Boston police detectives claim they discovered what could be five additional, non-detonated IEDs around the Boston area. While providing limited information on the explosive devices found, Boston Police Commissioner Edward Davis said they were &#8220;powerful devices.&#8221;</div>
<div></div>
<div>More than 16,500 improvised explosive devices were detonated &#8212; or were discovered before detonation &#8212; against U.S. military personnel deployed in Afghanistan in 2011, proving that the improvised explosive device (IED) is the current terrorists&#8217; and insurgents&#8217; weapons of choice, according to a government report obtained by the National Association of Chiefs of Police&#8217;s Explosives and Incendiary Devices Study Group.</div>
<div></div>
<div>According to officials at the Department of Defense, IEDs will most probably be encountered in present and future conflicts due to being relatively inexpensive to develop while their effectiveness is proven by the number of military deaths and casualties, as well as the destruction of military vehicles and other assets. And that doesn&#8217;t include those IEDs developed by domestic terrorists on the U.S. mainland.</div>
<div></div>
<div>A number of DOD divisions, including all of the military branches, have been pursuing counter-IED (C-IED) efforts leading up to when DOD established the Joint IED Defeat Task Force, and then followed it with the creation of the Joint IED Defeat Organization (JIEDDO) to lead and coordinate all DOD actions to defeat IEDs.</div>
<div></div>
<div>&#8220;From fiscal years 2006 through 2011, JIEDDO has received over $18 billion in funding, however, DOD has funded other C-IED efforts outside of JIEDDO, including $40 billion for Mine Resistant Ambush Protected vehicles,&#8221; states the Government Accountability Office report.</div>
<div></div>
<div>GAO analysts reported in February 2012 that DOD does not have full visibility over all of its C-IED efforts. DOD relies on various sources and systems for managing its C-IED efforts, but has not developed a process that provides DOD with a comprehensive listing of its C-IED initiatives and activities.</div>
<div></div>
<div>GAO analysts stated in their report: <em></em><em>&#8220;This would include programming and funding pursued by a military service, combatant command, or other DOD component, in addition to activities funded by JIEDDO. In January 2012, DOD estimated it would complete draft revisions to DOD Directive 2000.19E in early 2012, but as of July 2012, Office of the Secretary of Defense (OSD) officials stated that the revised draft was under review at the OSD level, and therefore, not issued. In addition, according to JIEDDO officials, DOD is conducting an ongoing review of C-IED capabilities across the Department that may affect JIEDDO and the contents of the draft directive.&#8221;</em></p>

				<content:encoded><![CDATA[<p>A top U.S. spy in a report on Monday claimed that the sequestration will eventually lead to the same conditions that existed during the Clinton Administration when, in order to balance the budget without touching politically-protected entitlements, U.S. military branches and intelligence agencies were significantly reduced.</p>
<p>James Clapper, the director of national intelligence, warned reporters that federal budget cuts that are blamed on the sequestration will harm U.S. national security that won&#8217;t be noticed until an attack occurs.</p>
<p>Furloughs for intelligence personnel are being pondered, but so far appear to be an action to be taken as a last resort, say intelligence experts such as Mike Snopes.</p>
<p>“We’re cutting real capability and accepting greater risk,” Clapper told reporters in his office. “For intelligence, this is not quite like shorter hours for public parks or longer lines at the airports. For intelligence, it’s insidious. The capability we cut out today you won’t know about that, you won’t notice it,” he said. “The public won’t notice it. You’ll notice it only when we have a failure.”</p>
<p>Clapper said he could give no details on how America&#8217;s intelligence capabilities will be cut. “I’ve seen this movie before,” he said, referring to intelligence cuts in the 1990&#8242;s when he ran the Defense Intelligence Agency.</p>
<p>Clapper admitted that the Clinton administration drastically cut human intelligence resources such as closing overseas Central Intelligence Agency bureaus and stations. The basically plan of action was to rely more on technology such as satellites, cyber surveillance and other advanced technology.</p>
<p>“We cut human intelligence, we let our overhead reconnaissance architecture atrophy. We neglected the basics like power space and cooling … and most painfully we allowed the workforce to be distorted,” said Clapper.</p>
<p>Then came the Sept. 11, 2001, terrorist attacks and intelligence budgets grew. But now, “we’re in another cut cycle,” he said.</p>
<p>Clapper emphasized the importance of maintaining an intelligence workforce that is an important part of homeland security.</p>
<p>“It is a uniform conviction across the leadership of the intelligence community that the most important resource we have is our people,” Clapper said. “So I’m going to try to do all I can, all of us are, to protect our people. If we have to furlough, then minimize the damage and the impact of doing that. All that hasn’t been worked out.”</p>

<div>Obama&#8217;s message also called on the Kenyan people to peacefully accept the results of the election despite past differences. Kenya&#8217;s Supreme Court on Saturday upheld Kenyatta as the duly elected president of Kenya after reaching an unanimous decision that the March 4 elections were fair and honest.</div>
<div></div>
<div>The court&#8217;s decision was announced after Kenyatta&#8217;s rival, Prime Minister Raila Odinga, filed a petition at the Court disputing Kenyatta&#8217;s victory.</div>
<div></div>
<div>According to the court decision, Kenyatta won 50.07 percent of the votes, while Odinga won only 43.4 percent of the ballots.</div>
<div></div>
<div>&#8220;We urge all Kenyans to peacefully accept the results of the election. The electoral process and the peaceful adjudication of disputes in the Kenyan legal system are testaments to the progress Kenya has made in strengthening its democratic institutions, and the desire of the Kenyan people to move their country forward,&#8221; said Obama&#8217;s White House statement.</div>

<div>At least four people left dead in the streets following a demonstration turned violent in Kenya&#8217;s city of Kisumu late on Saturday. The protest began following the news that the supreme court upheld the victory of Uhuru Kenyatta, according to the local news media.</div>
<div></div>
<div>The demonstration degenerated into an intense battle with Kenyan police officers, as members of the mob threw rocks and used makeshift weapons against the police.</div>
<div></div>
<div>The demonstrators also stoned motorists smashed car windows, and barricaded roads with debris and large bonfires. Trouble had started after the police tried to stop the demonstrators from barricading the road and destroying public and private property.</div>
<div></div>
<div><strong>Personal loss for Obama family</strong></div>
<div></div>
<div>Malik Obama &#8212; President Obama&#8217;s elder half-brother &#8212; suffered a crushing blow to his political career when he lost in his first political race for governor of Siaya County, Kenya, during that African country&#8217;s national election cycle, according to a law enforcement source in Israel. Malik, 54, ran as an independent candidate for the governorship, according to Israeli law enforcement agent Jake Kellerman.</div>

<div>Malik – a practicing Muslim – is also facing criminal charges that he severely beat his wife and that he also seduced 17-year-old Sheila Anyango and made her his 12th wife even though under Kenyan law she was under the age of consent, said Kellerman who once served as a U.S. police officer.</div>

<div>Sheila told the Muslim Times that &#8220;marrying him [three years ago] has been the biggest mistake of my life. He beats me, but mostly he’s just nasty and quarrelsome.&#8221;</p>

<p>A top Saudi Arabian Muslim cleric on Friday slammed users of the Twitter.com web site saying the social media site is a meeting place for clowns who make unsubstantiated claims, unjust allegations and incorrect tweets, according to an American-born official with the Israeli National Police, Joel Wasserhaus.</p>
<p>Grand Mufti Sheikh Abdul-Aziz al-Sheikh bashed Twitter during a meeting of Saudi Arabia’s senior religious scholars on Friday.</p>
<p>The Grand Mufti told the Muslim audience that most of young people are wasting their time on chatting and using the Internet, including Saudi youngsters.</p>
<p>Saudi Arabia has three million Twitter users, more than any country in the Middle East, with a growth rate of 300 percent year-on-year, according to a report by the Social Clinic, a social media think tank.</p>
<p>According to the Social Clinic, between 2011 and 2012, the size of the population that has access to Twitter in The Kingdom increased by more than 3,000 percent. The Saudis account for an average 50 million tweets per month most of written in Arabic.</p>
<p>“Saudi Arabia has not been selfish either, with most of the tweets being in Arabic, Saudi Arabia accounts for 30 percent of the global tweets tweeted in Arabic, placing Arabic at the top of the pyramid of the fastest growing languages on Twitter, yes Arabic is the fastest growing language on Twitter,” according to statement published at the Social Clinic web site.</p>
<p>The Saudi Arabian capital of Riyadh is listed as Number 10 among the world&#8217;s cities with most Tweets and is the only Arab city in the top 20 cities using Twitter, according to the report.</p>
<p>One of the problems for Muslim countries utilizing Internet social media communications is the use of Facebook.com and Twitter.com by terrorist groups to proselytize and inform Muslims about their aspirations and accomplishments such as bombings and increasing their numbers.</p>
<p>For example, on Feb. 3, 2012, the Somali terrorist group Al-Shabaab complained to Twitter. &#8220;For what it&#8217;s worth,&#8221; they tweeted from their new account, HSMPress1, &#8220;shooting the messenger &amp; suppressing the truth by silencing your opponents isn&#8217;t quite the way to win the war of ideas.&#8221;</p>

<div>The 47-year-old Lopez Nunez is charged with conspiracy to distribute cocaine and conspiring to launder money, according to a Justice Department statement.</div>

<div>The U.S. Treasury Department had designated Lopez Nunez a narcotics kingpin, which prohibits U.S. residents and companies from engaging in any business transactions with him.</div>
<div></div>
<div>Any assets the narco-terrorist has in the United States will be frozen, the Treasury Department states.</div>
<div></div>
<div>Federal prosecutors in Virginia said that Lopez Nunez, who is not yet in U.S. custody, is a top lieutenant of Sinaloa cartel leader Joaquin &#8220;El Chapo&#8221; Guzman Loera, who faces multiple federal indictments in the United States.</div>
<div></div>
<div>Meanwhile, Mexican police officers on Friday morning discovered five corpses wrapped in white sheets on the side of a highway in the northern Mexican city of Saltillo. An American drug enforcement liaison officer said the killings are being treated as gang-related slayings.</div>
<div></div>
<div>Officials with the Coahuila state attorney general&#8217;s office claimed that three of the bodies were hung by rope from a bridge and two were on the ground. All five were men lacked identification.</div>
<div></div>
<div>In December 2012, the Mexican government estimated that some 70,000 people had died as a result of the drug war during Calderon&#8217;s six years in power.</div>
<div></div>
<div>In addition, the Mexican news media estimate that more than 12,000 people died in violent incidents linked to organized crime gangs in 2012 alone. On Tuesday, the Mexican government released an official database of missing people. It reveals that 26,120 people disappeared between December 2006 and November 2012. That number is separate from the 70,000 deaths.</div>

<div>&#8220;Once again we have [Sen. John] McCain and others talking tough but folding like cheap cameras when facing the Democrats. Remember when the GOP had the White House and both houses of Congress? The Democrats managed to block Bush&#8217;s nominees and the Republicans proposed legislation,&#8221; noted Franes.</div>
<div></div>
<div>The three senators voting against Brennan, all Republicans, were Sens. Jim Risch (Idaho), Saxby Chambliss (Ga.) and Tom Coburn (Okla.). Chambliss is the committee&#8217;s vice chairman and he is expected to explain his &#8220;no&#8221; vote on the Senate floor.</div>

<div>Brennan served as the counterterrorism advisor to President Barack Obama at the White House, and ran the secret program using drones to search for terror suspects in countries such as Pakistan, Yemen and Afghanistan and kill them, according to his resume.</div>
<div></div>
<div>Brennan&#8217;s handling of the drone program has been a roadblock during his nomination process, and senators in both parties repeatedly asked the Obama White House to shed more light on the top secret program.</div>
<div></div>
<div>Sen. Dianne Feinstein, D-Calif., the committee chairwomen, claimed on Tuesday that officials at the White House agreed to provide all legal opinions justifying the use of armed drone strikes.</div>
<div></div>
<div>When President Barack Obama officially nominated Brennan for the director of the Central Intelligence Agency position, counterterrorism officials at all levels of government said they hoped the Senate confirmation hearings and debates would give Americans a clear understanding of what makes Brennan tick. Instead, the White House version of Brennan&#8217;s qualifications were pushed by the Democrats and allowed to go unchallenged by some feckless Republicans, according to former intelligence officer and criminal investigator Sid Franes.</div>

<div>“People in the White House say [he] is legendary in the White House for working hard,” said Obama when announcing the nomination, adding that he wasn’t sure if Brennan had slept in four years.</div>

<div>However, some experts claim Brennan is not a good choice for being the new CIA chief.</div>

<div>“Mr. Brennan is, at best, willfully blind to the threat posed to homeland and national security of the United States by those who adhere to Shariah law,” said Tom Trento, director of Florida Security Council, who has been critical of Brennan’s service in the Obama White House.</div>

<div>Some of the nation’s top intelligence, military, national security and law enforcement experts once loudly called for John Brennan to resign from his post or for President Barack Obama to fire Brennan.</div>
<div></div>
<div>During a press conference in September 2010 at the National Press Club in Washington, D.C., respected experts, including officials from the Florida Security Council, told reporters that because of Brennan’s adherence to the politically-correct orthodoxy that permeates the Obama administration, the U.S. government is being prevented from identifying, understanding and countering radical Muslims and their threat of imposing Shariah law.</div>

<div>Frank Gaffney, a former Assistant Secretary of Defense during the Reagan administration, and others claim that Shariah is a supremacist, totalitarian legal doctrine that leads to terrorism, torture, abuse of women and young girls, and other horrors.</div>

<div>A major piece of evidence that points to the dangers associated with Brennan’s failure to perform his primary function — to know the enemy and its threat doctrine — came to light when analysts at the Florida Security Council discovered that a known Hamas operative and unindicted co-conspirator in the largest terrorism financing trial in U.S. history (Holy Land Foundation), Sheik Kifah Mustapha,participated in a six-week-long, government-sponsored “Citizens Academy” hosted by the FBI as part of its outreach to the Muslim community.</div>

<div>During the six-week FBI program, Mustapha – a man tied to an officially designated terrorist organization – was escorted into the top secret National Counterterrorism Center and other secure government facilities, including the FBI National Academy located on the Quantico U.S. Marine Base in Virginia.</div>

<div>Terrorism expert Steve Emerson, director of the Investigative Project on Terrorism, exposed Mustapha’s appointment in Illinois to a post as a State Police chaplain. <div>Herridge reports that the Brennan confirmation has already been pushed back two weeks over a handful of issues ranging from the Benghazi terrorist attack to drones, including the growing bipartisan push on Capitol Hill for the Obama White House to release all the legal memos justifying the targeted killing of American citizens overseas.</div>

<div>According to Herridge&#8217;s Thursday report, during a hearing on the use of drones to hunt-down and kill American jihadists overseas, the chairman of the House Judiciary Committee said the Obama administration must do more explaining: &#8220;The American people deserve to know and understand the legal basis under which the Obama administration believes it can kill U.S. citizens, and under what circumstances,&#8221; Chairman Bob Goodlatte (R-Va.) said.</div>

<div>Key leaders of Europe&#8217;s Jewish communities will testify before Congress Wednesday regarding the rising threat of anti-Semitism in their countries, why, and how Jews are once again being targeted in Europe, according to Rep. Smith.<br />
&#8220;American Christian, Muslim, and Jewish leaders will testify for a House Foreign Affairs Committee panel about anti-Semitism as a key means by which radical, anti-democratic movements gain power, and how anti-Semitism is a threat not only to Jews but to all people, and to the very foundations of democracy,&#8221; Smith noted.</div>

<div>&#8220;Some [European] governments willfully do not want to know, and they have limited their <a href="http://www.jewishvirtuallibrary.org/jsource/anti-semitism/berlindec.pdf" data-cke-saved-href="http://www.jewishvirtuallibrary.org/jsource/anti-semitism/berlindec.pdf"><span style="color: #000000;">monitoring tools</span></a> so that they will not be confronted with the facts,&#8221; Baker says in his prepared testimony. &#8220;This may be a reflection of political correctness or a fear that such data are likely to increase anti-Muslim sentiments. Either way they contribute to the problem.&#8221;</div>

<div>&#8220;It&#8217;s a sad state of affairs when nations bend-over backwards to avoid the tiniest slight against Muslims but tolerate the assaults and killings of Jews in the streets of otherwise liberal democracies,&#8221; notes a former police commander and military officer, Charles Knudsen.</div>

<div>&#8220;Even here in the United States on <a href="http://www.jewishvirtuallibrary.org/jsource/IsraelonCampusReport2012.pdf" data-cke-saved-href="http://www.jewishvirtuallibrary.org/jsource/IsraelonCampusReport2012.pdf"><span style="color: #000000;">college campuses</span></a> some of the most vile, anti-Semitic language is tolerated, even heralded, by students and some faculty members,&#8221; said Knudsen, who has experience investigating bias or hate crimes.</div>

<div>Such hesitancy contravenes the commitments [European] governments made with the adoption of the Berlin Declaration by the <a href="http://www.osce.org/pa/54484" data-cke-saved-href="http://www.osce.org/pa/54484"><span style="color: #000000;">Organization for Security and Cooperation in Europe</span></a> (OSCE) in 2004. The OSCE is the world&#8217;s largest regional security organization, with 57 member states from Europe, Central Asia and North America, according to the ACJ leader.</div>

<div>&#8220;Governments that have made efforts to address these threats against Jewish communities and individuals will be highlighted at an upcoming OSCE conference, slated for April. Hesitant governments will be pressed to follow suit,&#8221; said Baker.</div>

<div>The U.S. House hearing is being held just one week after French Jews assembled and presented to France&#8217;s prime minister its annual report on <a href="http://www.state.gov/documents/organization/102301.pdf" data-cke-saved-href="http://www.state.gov/documents/organization/102301.pdf"><span style="color: #000000;">anti-Semitic incidents</span></a>. The report showed an increase of almost 60 percent during 2012.</div>

<div>Astonishingly, following the brutal terrorist murder of three children and a teacher at a Jewish school in Toulouse last March, the number of anti-Semitic incidents in France jumped. &#8220;Rather than generating awareness and sympathy, there was instead support and identification with the anti-Semitic murderer,&#8221; who happened to be a <a href="http://www.ajc.org/" data-cke-saved-href="http://www.ajc.org"><span style="color: #000000;">radical Islamist</span></a>, says Baker.</div>

<div>The Toulouse attack was another tragic reminder that those responsible for the recent increases in anti-Semitic incidents in France and elsewhere in Western Europe &#8220;largely come from parts of the Arab and <a href="http://www.israelnationalnews.com/News/News.aspx/165470" data-cke-saved-href="http://www.israelnationalnews.com/News/News.aspx/165470"><span style="color: #000000;">Muslim communities</span></a>,&#8221; says Baker. This threat is in addition to, and at times more grave, than the attacks from neo-Nazi groups.</div>

<div>&#8220;The French Jewish community is not alone in its need to address an increasing security threat,&#8221; Baker warns. &#8220;Physical attacks and threats directed toward persons and property are now a part of daily life. Synagogues, schools and community centers have been refitted with secure entryways and sidewalk barriers.&#8221;</div>

<div><a href="http://www.ajc.org/" data-cke-saved-href="http://www.ajc.org"><span style="color: #000000;">Baker </span></a>cautioned that investing in needed security measures &#8220;is a formidable challenge&#8221; for small communities with limited budgets. &#8220;The 1000 Jews of Oslo, Norway, and the 1000 Jews who live in Melilla, a Spanish enclave on the North African coast, may be geographically at opposite ends of the European map, but both communities are spending an inordinate share of their budgets simply to try to keep their members physically safe,&#8221; Baker said.</div>
