Q: Who retains all rights not granted specifically to the United States?
A: The States or the People. You must have said BOTH to get credit.
USC Amendment X: The powers not delegated to the United States by the Constitution, nor prohibited by it to the States, are reserved to the States respectively, or to the people.

How did you fare? In 1996 when I originally gave this test to 50 people (21 “Conservatives”, 13 “Moderates”,
15 “Liberals”) the following percentages answered correctly:
Total Respondants: 68% (34)
“Conservatives” 86% (18)
“Moderates” 62% (8)
“Liberals” 33% (5)
